National Governing Bodies of Sport play a pivotal role in ensuring their membership are informed and educated about anti-doping rules, and ensuring that all athletes and athlete support personnel participate in an environment that is drug-free and promotes the spirit of sport. Anti-Doping OfficerEach National Governing Body (NGB) has appointed an anti-doping officer who is the primary liaision person between the Anti-Doping Unit and the NGB. Depending on the requirements of your sport, the Anti-Doping Officer has numerous responsibilities that they must undertake. In some sports, the Anti-Doping Officer will designate or share their responsibilities to other members where appropriate, however the Anti-Doping Officer is ultimately responsible for ensuring that their NGB meets its responsibilites outlined below. Education
The Anti-Doping Officer is expected to provide as many opportunities as possible for their members to receive information and education about Anti-Doping. This should include: - Distribution of education materials such as the Wallet Card and Irish Anti-Doping Rules to their members and particularly to those who will be affected by the anti-doping programme.
- Facilitating workshops or other education initiatives for athletes and their support personnel, particularly those moving through national squad type programmes.
- Check out the education, youth zone and resources section of this website to see what programmes you could roll out in your sport
- Creating awareness of anti-doping regulations through social media tools used by the sport, e.g. twitter, facebook, iTunes etc
- Represent the NGB at information meetings or workshops and disseminate information back to their sport
- Stay up to date with International Federation Anti-Doping changes by acting on correspondence from the International Federation and informing the Anti-Doping Unit of changes that have occurred (please note the Irish Sports Council is available to assist with Anti-Doping matters with your International Federation, however the Anti-Doping Officer needs to liaise directly with the International Federation on all matters)
- Liaise with relevant members in your NGB to promote awareness of and education in anti-doping, such as the webmaster, communications personnel, high performance directors, coaching officers etc
- Order and distribute to members any relevant education materials developed by the Irish Sports Council
- Stay up to date with rule changes and new initiatives on this website
- Liaise with the Irish Sports Council to develop an Anti-Doping education policy for the NGB, e.g. identify what members need to be educated, identify how to roll out the education programme, e.g. seminars, Real Winner e-learning Programme, emails, newsletters, NGB website content etc
- Ensure all relevant athletes and their support personnel are aware of the Irish Sports Council Therapeutic Use Exemption (TUE) policy and your International Federation TUE Policy
Testing- On an annual basis, provide the national calendar via the Clearinghouse to the Irish Sports Council, highlighting events of a level suitable for testing including International Events taking place in Ireland (see User PaysTesting)
- On request, provide a calendar of national squad training to the Irish Sports Council
- On request, assist the Irish Sports Council to set up testing at Events, - the Anti-Doping Officer or designated Event Contact Person must provide doping control facilities at the Event, as per the 'Event Contact Person' Handbook
- In the instance of a hearing taking place under the Irish Anti-Doping Rules, the NGB takes the case against the athlete/coach and liaise as necessary with the Irish Sports Council
Registered Testing Pool:- Arrange with the Anti-Doping Unit any education/training sessions for RTP athletes and their support personnel
- Via the Clearinghouse, monitor compliance of your RTP athletes in returning their whereabouts filing to the Irish Sports Council and/or International Federation
- Ensure that RTP athletes are aware of regulations applying to the RTP such as Whereabouts Failures and the requirement to apply for Pre-Test TUEs
User Pays TestingNGBs may require additional testing for special events such as the hosting of International Events or additional testing to their national programme allocation. If your NGB is required to organise drug testing for an International Federation event, the NGB should: - notify the Irish Sports Council immediately of the potential requirement for user-pays testing at an event
- consider the costs of testing and allocation to budgets
- ascertain the testing requirements, for e.g. blood or urine or both, quantity, responsibilities of the NGB/IF/ISC
